David Culver is a seasoned public affairs strategist and founder of Crestwood Strategies, a boutique consulting firm specializing in regulatory navigation, policy development, and coalition building across highly regulated industries—including cannabis, healthcare, transportation, energy, and financial services.

With over 25 years of experience at the intersection of government, business, and advocacy, David has advised Fortune 500 companies, national trade associations, and emerging ventures on how to engage policymakers, manage risk, and shape regulatory outcomes. He is widely regarded as a trusted voice in cannabis policy reform, particularly around banking, taxation, and interstate commerce.

Prior to launching Crestwood, David held senior roles in corporate public affairs and led U.S. government relations for an international cannabis company. He has worked closely with federal and state lawmakers, regulatory agencies, and multilateral coalitions to advance pragmatic, bipartisan solutions in evolving policy environments.

David is a regular speaker at industry forums, a contributor to policy think tanks, and an advisor to multiple nonprofits and political organizations focused on economic development, equity, and public health. He is known for his strategic vision, diplomatic acumen, and commitment to building bridges between business and government.

He holds a degree in Government from Hamilton College and lives in Washington, D.C. with his wife and two daughters, where Crestwood Strategies is headquartered.

Kelly Fair brings over two decades of in-house and big law firm experience. Kelly's expertise spans several highly-regulated growth industries, where she provides business-minded strategic legal counsel to drive legislative and regulatory initiatives, government affairs strategies, corporate transactions and compliance strategies to support commercial growth outcomes.

Prior to joining our team Kelly was a Partner at Dentons US LP's Health Care practice, where she co-founded the Dentons Cannabis Group. She has served as General Counsel for two publically-traded cannnabis and hemp companies, overseeing global M&A, regulatory and legal compliance, stakeholder relations, federal and state policy, corporate governance, and commercial strateties. Kelly is widely respected as a leader in cannabis and hemp policy, helping companies, investors, and industry stakeholders navigate evolving federal and state regulatory frameworks. Kelly has brought instrumental legal thought-leadership to recent federal cannabis and hemp policy reforms and remains at the forefront of driving policy to further integrate cannabis and hemp-derived therapies into the national health care systems.
